The Netherlands is a state that is subject to the rule of law. In other words, the law prescribes what is allowed and what is prohibited. For instance, driving too fast is against the law. And it is also an offence to be in possession of firearms without a licence or to assault another person.
Does everyone in Holland obey the law? Unfortunately not. About eight million offences are committed every year. They range from the theft of a chocolate bar to multiple murder.
